Ms. Luo Caisen in Heilongjiang Province Illegally Tried Without Notification

(Minghui.org) Falun Gong practitioner Ms. Luo Caisen, 60, from Yanshou County, Heilongjiang Province, was arrested at her home by officers Li Zhiguo and Gao Jianping from Shangzhi City Domestic Security Division, on August 14, 2018.

The officers confiscated Ms. Luo's Falun Gong books and 58,000 yuan in paper bills. She was illegally tried on December 7 without being notified. The authorities also failed to notify Ms. Luo’s family.

Ms. Luo's children hired an attorney to defend her. When he met with Ms. Luo one week after her arrest, he learned that police officers kept the money they confiscated without reporting the amount.

The attorney and Ms. Luo's family requested officers Li Zhiguo and Gao Jianping to return the money. The officers, however, used the excuse that Ms. Luo's case was still under police investigation and refused to return the money.

Later, when the family tried to ask Li and Gao again, they were not even allowed to enter the police building. Since the family desperately needed the money for family business finances and bills, they had to report the officer’s illegal actions to the police supervision office.

The receptionist in the supervision office first said they would look into it since the officers clearly violated the law by taking the money without reporting it. But when the office heard the case was for a Falun Gong practitioner, they refused to take the complaint.

When Ms. Luo’s attorney checked the case status on December 6, he was notified that the case was transferred to Acheng District Procuratorate in Harbin City and that her trial was to be held the following day.

He immediately requested to see the case file and then visited Ms. Luo in the detention center after reviewing the case. To his surprise, Ms. Luo was also unaware of the next day’s trial.

In court was the first time Ms. Luo’s family members had seen her since she was arrested. During the trial, the prosecutor listed the so-called evidence, which included items confiscated from Ms. Luo's home. Ms. Luo's attorney pled not guilty on behalf of Ms. Lou and refuted and the charges based on the fact that practicing Falun Gong does not violate any laws.

Despite the evidence and strong case presented by Ms. Luo’s attorney, no further legal progress has been made on her behalf.
