(Minghui.org) After the Chinese Communist Party’s Political and Legal Affairs Committee ordered the “Zero-out” campaign earlier this year as a coordinated effort to force every Falun Gong practitioner on the government’s blacklist to renounce their faith, the authorities in Baiyin City, Gansu Province have been actively harassing the local practitioners and those in nearby regions in the past few months.
In the past 21 years of persecuting Falun Gong, the Political and Legal Affairs Committee, an extra-judiciary agency that oversees both the public security and judiciary branches, has been the mastermind that makes and orchestrates persecution policies.
After Ms. Wang Hui and Mr. Zhang Guangli were forced to live away from home to avoid the persecution, the authorities in Baiyin City posted “missing person notice” for them around town, in an attempt to solicit the public to report them.
In the missing person notice for Mr. Zhang, the police listed the cellphone number of a person surnamed Zhang, whom Mr. Zhang's family said could be a fake family name of someone they didn't know. The family heard people saying that this “Zhang” on the contact persons' list could be the director of the local police station.
