(Minghui.org) In an online forum on June 16, renowned human rights lawyers, former Canadian Members of Parliament (MPs), college professors, and human rights advocates called for the Canadian Parliament to pass Bill S-204, a bill “to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs).”
“Every single day that we get up and go about our business, there are countless numbers of Chinese citizens that are culled out of the herd of people who have been kept alive and fed and watered, just waiting for a computer selection matching their tissues with somebody from a foreign country that has the money to pay $65,000 for a kidney or $180,000 for a heart and as soon as the blood samples and the tissues samples are matched up, then these people are culled out the herd, taken to an operating room in a hospital and murdered, ... and that is going on a daily basis,” explained human rights lawyer Clive Ansley.
During the forum on June 16, Ansley said it is urgent for the Canadian Parliament to pass laws against forced organ harvesting. Unless Canada charges and convicts those involved in overseas organ tourism, there are no other ways to stop this crime.

Organized by the International Coalition to End Transplant Abuse (ETAC), the June 16 forum urged the Canadian Parliament to pass Bill S-204, which “amends the Criminal Code to create new offences in relation to trafficking in human organs. It also amends the Immigration and Refugee Protection Act to provide that a permanent resident or foreign national is inadmissible to Canada if the Minister of Citizenship and Immigration is of the opinion that they have engaged in any activities relating to trafficking in human organs.”
Ansley said even if this bill is passed this fall, many Chinese citizens who are alive today could lose their lives before then. This is a frightening reality.
He said involvement in organ trade or organ harvesting is a criminal activity. But right now Canadian citizens can legally go overseas and receive organs on demand, which means that Chinese citizens would be killed to facilitate the organ transplant. The only way for Canada to stop the killing is enforcing a criminal procedure inside Canada.
Mr. Ansley further explained that because there is no judicial independence in China, courts are a low-level government agency operated under the Chinese Communist Party (CCP). Directed and controlled by the CCP at all levels, the Chinese justice system is not a real legal system. Rather, it is part of the systematic fraudulence by the CCP, with judges playing the role of low-level public employees.
Dai Gongyu from the Falun Dafa Association of Canada hopes that all Canadian MPs will support S-204, a bill that will save lives. Dai emphasized that forced organ harvesting is genocide and a crime against humanity.
Despite China’s lack of a comprehensive organ donation system, 60,000 to 90,000 transplant surgeries in China have been performed each year, with innocent lives killed to supply the organs. Organ harvesting has become a state-run industry directed by the CCP. With ample profits, Chinese hospitals, medical staff, pilots who ship the organs, and agents who recruit international clients are estimated to have generated a total revenue of 6-7 billion dollars.
The high demand from international tourists is a major component driving this criminal network. By going to China and receiving organs, these people have participated in murder. Bill S-204 aims to target international organ trafficking and organ tourism.
According to the findings of an advocate organization in California, Canada is one of the major countries affiliated with organ tourism. This highlights the importance of Bill S-204.
By reducing the number of innocent lives killed by the CCP regime, Bill S-204 would save lives and its importance cannot be overestimated, said Dai. On behalf of victims, Dai hopes this bill can pass as soon as possible.
Physician Irene Turpie said that medical ethics focus on “Do no harm.” Unless openly opposing organ harvesting, physicians may acquiesce to the crime and violate the oath they made in medical school.
She reiterated the urgency of requesting the Canadian government to pass this bill so that this horrifying medical malpractice will not happen in any place in this world and that Canada will not be involved in this forced organ harvesting in any form.
David Kilgour, former Secretary of State for the Asia-Pacific region, also emphasized the significance of Bill S-204. He said there is only one government in the world that kills its own citizens and prisoners of conscience for their organs. Globally, there is only one regime that is committing this horrible crime against humanity. That is the Chinese government.
With human rights lawyer David Matas, Kilgour wrote Bloody Harvest: Organ Harvesting of Falun Gong Practitioners in China, which confirms the killing of Falun Gong practitioners in China by the CCP for their organs.
After being passed unanimously in the Senate on May 6, S-204 was introduced by Garnett Genuis, Member of Parliament (MP), in the House of Commons on May 10.
Similar legislation has been introduced by Canadian MPs previously. This includes MP Borys Wrzesnewskyj (2008), MP Irwin Cotler (2013), Salma Ataullahjan (2017), and Garnett Genuis (2017). Those bills were also supported by MPs from across all parties, but they were not able to get through the entire process to become law.
David Matas said 15 years have passed since he and Kilgour published their first investigative report on organ harvesting in 2006. It has also been 13 years since such a bill was first introduced in 2008. He said no one in this parliament session opposes this bill. What is needed is just a few seconds for this to be passed in the parliament and put on record.
Dai also said MPs in her area had said that S-204 is supported by all members of parliament. It is critical that the Canadian Parliament pass Bill S-204 as soon as possible.
Doctors Against Forced Organ Harvesting (DAFOH) started a global petition in 2013 to oppose the forced organ harvesting in China. Within 5 months, over 1.5 million signatures were collected in more than 50 nations. They were submitted to the Office of the United Nations High Commissioner for Human Rights (OHCHR), urging immediate action to stop the forced organ harvesting of Falun Gong practitioners in China.
In an announcement on June 14, the United Nations Human Rights Council stated that the accusations against the CCP for harvesting organs from detained Falun Gong practitioners, Uyghurs, Tibetans, Muslims, and Christians are shocking.
