(Minghui.org) Sanctioning human rights abusers has become a consensus among democratic countries. After the U.S. passed the Magnitsky Act in 2016, Canada, the United Kingdom, and the 27-member-country EU enacted similar laws. Australia and Japan are working on the same.
In accordance with these laws, Falun Gong practitioners have compiled lists of perpetrators involved in the persecution of Falun Gong these few years. Every year they submit several lists to democratic governments, urging them to sanction the named perpetrators.
Starting on July 14, 2021, Falun Gong practitioners in more than 30 countries are submitting the latest list of perpetrators involved in the persecution of Falun Gong to their respective governments, demanding sanctions on these human rights abusers, including denying entry into their countries and freezing their assets overseas.
Two names on this list are Zhang Xiaoyan and Li Xiaolong.

Main crimes:
In July 2019, large-scale persecution of Falun Gong practitioners occurred in Jiamusi, Heilongjiang Province. This persecution directly led to the death of a Falun Gong practitioner as well as the death of a Falun Gong practitioner’s family member who suffered from anxiety after his daughter-in-law’s arrest. At least 52 Falun Gong practitioners and their family members were arrested and their homes were ransacked. Among them, more than 10 practitioners were detained in Jiamusi City Detention Center and more than 20 were detained in Jiamusi City House of Detention. Hundreds of Falun Gong practitioners were harassed. An unknown number of practitioners were forced into displacement.
Zhang Xiaoyan, Secretary of the Political and Legal Affairs Committee, and Li Xiaolong, Director of the Municipal Public Security Bureau, didn’t only organize the persecution, but also abused their power, undermined the law, and persecuted innocent people.
Starting from June 5, 2019, the fourteenth supervision group of the Central Committee’s so-called “anti-criminal eradication” was stationed in Heilongjiang Province. From June 10 to 12, Yao Zengke, the leader of that group, accompanied by Gan Rongkun, Secretary of the Heilongjiang Provincial Party Committee Political and Legal Affairs Committee, and others, came to Jiamusi City and Fuyuan City to supervise, in person, the planning and implementation of the persecution of Falun Gong practitioners in Jiamusi City. Zhang Xiaoyan (Secretary of the Jiamusi Municipal Political and Legal Affairs Committee), Li Xiaolong (Director of the Municipal Public Security Bureau), Han Hui (President of the Municipal Intermediate Court), Zhu Changchun (Chief Prosecutor of the Municipal Procuratorate), and Cao Xianbin (Director of the Municipal National Security Bureau) participated in the planning and organized a “special team” to persecute Falun Gong practitioners.
In the Jiamusi area, Zhang Xiaoyan, Li Xiaolong, and the “special team” drafted a list of Falun Gong practitioners in the region. The Municipal Security Bureau used mobile phones and telephones to locate, track, and record those practitioners’ activities. Staff members from Jiamusi City’s Public Security Bureau specifically arranged and implemented a plan on how to persecute Falun Gong practitioners and issued persecution quotas to the police station. According to their quota, each police station needed to arrest no less than 3 Falun Gong practitioners.
Starting July 25, 2019, authorities launched a large-scale effort to harass and arrest Falun Gong practitioners in Jiamusi City. The persecutors entered the homes of Falun Gong practitioners and confiscated their private properties. At least 52 Falun Gong practitioners and their family members were arrested, and their homes were ransacked. Many of their personal belongings, including large sums of cash, were confiscated.
Here are some examples of persecution cases in this mass arrest:
1) Falun Gong practitioner Mr. Yang Shengjun tortured to death
Mr. Yang Shengjun was 61 years old when, on August 2, 2019, police from Youyi Road Police Station of Jiamusi Suburban Public Security Bureau broke into his house and arrested him and his mother (81 years old). They were brought to Youyi Road Police Station. His mother was released that night, but Mr. Yang was detained in Jiamusi Detention Center. He was tortured to death on August 11, 2019. Under police threat, his family members were forced to pay 30,000 yuan for medical expenses and the police hurriedly cremated Mr. Yang’s body.
2) Three sisters of the Kang family had their homes ransacked
On the morning of July 28, as she was making her way to the market, the eldest Kang sister, Ms. Kang Aimin, was arrested and brought to the Xilin police station. The director of the Xilin police station led several policemen to ransack her home and hijack her non-practitioner husband and bring him to the Xilin police station. He was later released. Meanwhile, Ms. Kang Aimin was detained in Jiamusi City Detention Center.
On July 29, the house of the second Kang sister, Ms. Kang Aifen, was ransacked by the police when no one was home. A large number of items including 18,000 yuan in cash and personal ID cards were stolen.
Ms. Kang Aiqin, the third sister, was arrested and her house was ransacked by the police on the afternoon of July 28. She was detained for 15 days and released on August 12, 2019.
3) Ms. Zhang Shulan and her daughter Dong Xiuhuan were arrested; one family member passed away as a result of worry and stress
On the afternoon of July 27, 2019, Ms. Zhang Shulan, 74-years-old, was arrested by police while she was at home. Later, her two daughters, Ms. Dong Xiuhua and Ms. Dong Xiuhuan, as well as Ms. Dong Xiuhua’s husband, were also arrested. After being detained for 15 days, Ms. Dong Xiuhuan was released on August 12. The elderly Ms. Zhang Shulan was detained in the detention center. Ms. Dong Xiuhuan’s father-in-law died five days after she was taken away, as a result of fear and anxiety caused by the arrest of his daughter-in-law.
4) Ms. Che Jinxia arrested and suffered heavy bleeding from torture
Ms. Che Jinxia, 53 years old, was arrested by police on July 25, 2019. Under the supervision of Li Aiguo, Deputy Director of the Suburban Public Security Bureau, nine police officers, including Wu Bin and Li Qiang, tortured her for a day.
Ms. Che was hung upside down and her legs were split apart and pressed downward, causing her to bleed heavily. Her hair was pulled out on both sides of her head, leaving her hair scattered all over her body and her whole body suffered severe bruising.
Not only was Ms. Che detained in the detention center, but the police also ransacked her 86-year-old father’s house as well. The police threatened Ms. Che’s husband into cooperating in order to find out the practitioners Ms. Che kept in contact with. The police threatened that if he didn’t, his son would be implicated and would be unable to find a job after graduation. Ms. Che was later sentenced to a year and a half in prison.
5) Ms. Fan Guiqin and her son arrested
Ms. Fan Guiqin, who was almost 80 years old, was looking after her paralyzed, bedridden husband at home when on the morning of July 26, 2019, more than a dozen policemen from the Jiamusi Qianjin Public Security Bureau broke into her home and arrested her. Her husband had suffered severe cerebral thrombosis and had been bedridden for 15 years. Ms. Fan’s arrest left her husband unattended, leading to his death a few months later.
On the afternoon of July 26, police took Ms. Fan’s son, Wen Bin (who did not practice Falun Gong), in for a brief interrogation. The next day, the police ransacked Wen Bin’s home. The police also threatened to arrest Ms. Fan’s sister, Ms. Fan Guifen. Ms. Fan was later sentenced to one year in prison.
6) Retired teacher tortured in a detention center to the point of suffering from a stroke and fell into a coma
Ms. Zhang Xiuchun, was 73 years old when on July 27, 2019, police broke into her home and ransacked her house. Dozens of her Falun Gong books were confiscated. On July 31, the police came back to her home and arrested her. After being detained in a detention center for 6 months, Ms. Zhang was persecuted until she suddenly suffered a cerebral hemorrhage. In mid-January 2020, she was sent to the hospital for treatment. The doctors diagnosed it as a brainstem hemorrhage. Ms. Zhang fell into a coma. The police sent her home for fear of taking responsibility for her condition. Her family members have to care for her 24 hours a day.
In addition to the above cases, the following Falun Gong practitioners have also been arrested or had their homes ransacked: Yang Minjiang, Jin Jie, Xu Liqing, Li Shuhua, Li Hua, Li Xuejie, Shan Yuqin, Fu Shuling, Duan Xiuping, Zhang Baochun, Yu Lijun, Jin Yuhua and his father Che Weiqi, Duan Yifa, Lu Ying, Li Shulan, Li Yulan, Sun Yanhuan, Zhao Chunling, Xiaohua, Liu Shufeng (Sanfeng), Zhang Shurong, Li Zongying, Wang Wenxue and his wife Feng Xia, Zhang Xunjiang, Liu Pinjiu, An Baozhen, Wang Lianxia, Xiang Chunling, Hou Lihua and her niece, Xie Wei, Zhang Guohai, Wang Ying, Wang Yinghua, An Baozhen, Zheng Xiaohong, Zhang Xiuchun, and Zhang Guiqin.
