(Minghui.org) Sanctioning human rights abusers has become a consensus among democratic countries. After the U.S. passed the Magnitsky Act in 2016, Canada, the United Kingdom, and the 27-member-country EU enacted similar laws. Australia and Japan are working on the same.
In accordance with these laws, Falun Gong practitioners have compiled lists of perpetrators involved in the persecution of Falun Gong these few years. Every year, they submit several lists to democratic governments, urging them to sanction the named perpetrators.
Starting on July 14, 2021, Falun Gong practitioners in more than 30 countries have been submitting the latest list of perpetrators involved in the persecution of Falun Gong to their respective governments, calling for sanctions on these human rights abusers, including denying entry into their countries and freezing their assets overseas.
One name on this list is Zhu Qian.

Zhu Qian started working in August 1990 and joined the Chinese Communist Party in November 1993. He currently serves as Party Committee Secretary of Fuxin City, Liaoning Province, and is the Secretary of the Committee for Discipline Inspection and Director of the Supervisory Committee.

Main Crimes
Zhu Qian was transferred to Chaoyang City, Liaoning Province as the Deputy Mayor and Director of the Public Security Bureau in September 2016. During his tenure, he actively implemented the CCP’s persecution policy against Falun Gong. He personally hosted meetings to arrange many persecution missions.
According to available statistics, from January 2017 to March 2020, a total of 1,496 Falun Gong practitioners in Chaoyang City were persecuted, of which 42 were sentenced, 64 people faced different stages of prosecution, 141 practitioners were arrested and detained, and 1,245 were harassed. At least four practitioners, Li Cuihua, Li Jiechun, Fu Jinghua, and Lin Guizhi, were tortured to death as the result of their arrests.
Zhu Qian is the Commander-in-Chief of the Chaoyang City Public Security System and should bear responsibility for the persecution of Falun Gong practitioners during his tenure. The crimes against Falun Gong practitioners that have occurred within the Chaoyang City Public Security System include large-scale harassment, arrests, torture to death or disability, and imprisonment.
Cases of death as a result of torture:
Case 1: Mr. Li Jiechun was unjustly sentenced for five years and was tortured to death in Dalian Prison.
Mr. Li Jiechun, 62 years old, was arrested at home on September 7, 2016, by the National Security Brigade of Beipiao Public Security Bureau and Chaoyang Xinhua Public Security Bureau police. His home was also ransacked. He was detained at Beipiao Detention Center. He was sentenced to five years in prison on December 29, 2016. He appealed against the verdict, but the higher court ruled to uphold the original verdict several months later. He was taken to Jinzhou Prison and transferred to Dalian Prison in July 2017. The guards deprived him of sleep for many consecutive days in order to force him to renounce his belief in Falun Gong. The relentless torture claimed Mr. Li’s life on December 3, 2018.
Case 2: Ms. Fu Jinghua arrested and persecuted to death; her husband, Mr. Yin Guozhi, sentenced to 10 years
Ms. Fu Jinghua and her husband, Mr. Yin Guozhi, have been repeatedly arrested and harassed over the past 20 years. Ms. Fu was once sentenced to seven years in prison. Her family was displaced and faced economic hardship. On December 13, 2018, Ms. Fu was arrested again and detained for 15 days.
During the detention and round of persecution, Ms. Fu persisted with her belief and refused to write a statement to renounce Falun Gong. After she was released, officers of the Jianping County Public Security Bureau broke into her home twice to harass and threaten her. They said, “If you don’t write a guarantee to stop practicing, you will be sentenced to sixteen years instead seven years like last time.”
In order to avoid the persecution, Ms. Fu lived away from home and suffered many hardships. She passed away in her rental apartment on December 31, 2019, at the age of 53.
Ms. Fu’s husband, Mr. Yin Guozhi, was arrested on September 26, 2019, and was detained in Jianping County Detention Center. Because he refused to give in to the persecution, the police detained him with gang members and instructed them to torture him. Later, Mr. Yin was sentenced to 10 years in Jinzhou Prison.
Cases of disability due to persecution and sentencing:
Case 1: Ms. Song Shouyun tortured into a coma
On October 24, 2016, when Ms. Song Shouyun was home alone, a local police officer forcibly broke in and arrested her without showing their identification. Ms. Song was taken to the Chaoyang Detention Center. In the middle of the night on September 28, 2017, her family received a call from the Chaoyang Detention Center and was told that she was dying and was being revived in a hospital. She remained unconscious until May 2018.
While Ms. Song was in the detention center, she was often tortured by criminals. Throughout the 2016 winter season, she was only allowed to wear her underwear and sleep on icy wooden planks at night. She was trembling from the cold and curled up. Due to long-term exposure to the cold and various physical tortures, her health deteriorated. Once, she was even beaten until blood spewed out of her nose and mouth.
As a result of the long-term physical abuse and the pain of decaying ankles, she became emaciated. Her hands trembled and were too weak to pick up anything. She has been in Chaoyang Second Hospital for more than two years now, unable to talk, eat, or remember anything.

Case 2: 72-year-old Wang Xiaozhi unjustly sentenced to prison
Ms. Wang Xiaozhi and Ms. Li Yunfeng were arrested on May 10, 2018. The police forced Ms. Wang to bring them to her home and ransacked the place. While being held at the Chaoyang City Detention Center, the guards forced her to wear a winter jacket in the hot summer. They also forced her to sit on a wooden bed for long periods of time, recite prison rules, watch propaganda videos and sing propaganda songs. At every major holiday, the guards thoroughly searched her room and stripped her clothes to check if she kept anything related to Falun Gong. She was also given limited time to brush her teeth and use the restroom. Ms. Wang wasn’t allowed to bathe herself the entire winter. After nearly one year of detention, she was sentenced to five years in prison by Longcheng Court. She was taken to Liaoning Women’s Prison on March 18, 2019.
Case 3: 72-year-old Ms. Dong Shuxian was sentenced to seven years without trial
Ms. Dong Shuxian, a 72 year old from Chaoyang City, Liaoning Province was sentenced to seven years in prison without her knowledge on July 14, 2020. Three court staff members and three police officers broke into her home and announced that she was sentenced to seven years for practicing Falun Gong. Ms. Dong was in total shock. Later, she asked the court’s presiding judge, “What did I do? I have been staying at home and have no idea what’s happening. Why have I been sentenced to seven years? What law did I break? You need to show me the documents.”
Select cases of arrests and persecution:
Case 1: The Chaoyang City Public Security Bureau and Political and Legal Affairs Commission arrested and persecuted many Falun Gong practitioners.
Before October 1, 2019, the Chaoyang City Public Security Bureau and Political and Legal Affairs Commission was told by the provincial department to carry out a round of persecution against Falun Gong practitioners, with Chaoyang City being the main area of interest in the province. The persecution instructions trickled down to the police departments of cities and districts.
In Chaoyang City, eight Falun Gong practitioners, including Wang Yumei, Pan Yufeng, Zhang Wei, Zhang Wencheng, and Yin Baohe, were arrested and had their homes ransacked and valuables confiscated. Among them, Pan Yufeng and Yin Baohe were sentenced to five years in prison each in August 2020.
Case 2: Arrests on 2019 Chinese New Year
Before Chinese New Year in 2019, under the instructions of the Liaoning Provincial Public Security Bureau, Zhu Qian, the director of the Chaoyang City Police Department, personally hosted a meeting to arrange details of their plan to arrest multiple practitioners. Falun Gong practitioners Fan Shuqin, Song Jiulian, Jia Suzhen, Sun Xianzhang, and Zhang Xiaoyan in Chaoyang City were arrested on February 15. Among them, Zhang Xiaoyan was sentenced to three years in prison.
Case 3: Group arrests on August 22, 2018
On August 22, 2018, a special task force under the supervision of the Public Security Bureau of Liaoning Province, launched a joint operation with police from various cities to arrest Falun Gong practitioners. On August 22 and 23, many Falun Gong practitioners and their family members were arrested.
The Chaoyang City Police Department were responsible for 13 arrests, including Zhao Changfu, Sun Guangli, Li Yingzhi, Qi Min, Li Zhenyang, Yuan Zhenda, Wen Li, Han Aizhen’s family member and her lawyer. Later, Han Aizhen’s family member was released. Li Zhenyang was sentenced to four years, and Zhao Changfu was sentenced to four-and-a-half years.
Case 4: Six Falun Gong practitioners arrested in Chaoyang County, Chaoyang City
Wang Xiaozhi, 72, and Li Yunfeng were arrested and had their homes ransacked by the police department sub-bureau on May 10, 2018. Fan Shuqin was arrested at home on May 12. Liu Yonglan was also arrested on May 12 and had her home ransacked and her valuables confiscated, including her computer and printer. Liu Xin and Han Aizhen were stalked, arrested, and also had their homes ransacked on May 12. On May 11, 2018, Ms. Wang Xuejun, a Lingyuan City resident in her 70s, had her home searched. Her Falun Gong books and more than 20,000 yuan in cash were confiscated. Later, Liu Yonglan was sentenced to seven years in prison and Han Aizhen was sentenced to four years in prison.
Case 5: Practitioners arrested for putting up Falun Gong posters
The agents of the Central 610 Office came to Chaoyang City and Jinzhou City on May 14, 2017 to inspect the local authorities’ “achievement” in persecuting practitioners. They spent 20 hours in Chaoyang and looked for informational materials put up by the practitioners. On May 18, 2017, the agents of Central 610 Office had a meeting with local 610 Office agents. A day later, Ma Yandong, the deputy director of Liaoning Province 610 Office led a group of officers and came to Chaoyang to tear down the materials put up by the practitioners. They also arrested and harassed local practitioners.
