Ms. Wang Rong became seriously ill while serving a three-year term for her faith in Falun Gong. The Hebei Province Women’s Prison (located in the capital city of Shijiazhuang) decided to release her on parole in 2022, but the police in her hometown of Fengning Manchu Autonomous County in the same province refused to process the required paperwork.
Ms. Wang’s condition kept worsening and the Fengning police eventually agreed to process the parole paperwork. They picked her up from the prison in August 2023 and drove her straight to the Fengning Hospital. She was found to have kidney rupture and bleeding, as well as rib fractures. The doctors said there was no hope. Two physicians and one plainclothes officer then took her home.
Ms. Wang’s family noted that she was wearing a diaper with blood oozing out on her legs, and there were bruises on her head and temple. She had edema on her back, and dimples appeared wherever the skin was pressed.
In her final months, Ms. Wang was in and out of consicousness. She had no strength to sit up and could only lie in bed all day long. Sometimes when her family walked up to her, she covered her face with her hands, saying, “Don’t beat me! Don’t beat me!”
Her loved ones of course would not beat her. They knew she must have confused them for prison guards. They suspect that she had been beaten in the prison, which likely resulted in her rib fractures and kidney rupture. She died on November 15, 2023.
Arrests and Sentencing
Ms. Wang’s prison sentence stemmed from her initial arrest in September 2020, after the police spotted her hanging banners bearing Falun Gong messages. They released her on bail shortly afterwards and later submitted her case to the Luanping County Procuratorate, which has been designated to handle Falun Gong cases in Chengde City and its subordinate counties, including Fengning.
About four people from the procuratorate showed up at Ms. Wang’s home in late July 2021. She was not in and they ordered her son to lead them to find her. They ran into Ms. Wang on the street and gave her a document to sign. They did not tell her what was written on it and simply asked her son to read it to her after they all returned to her home. As soon as the procuratorate workers left, Ms. Wang tore up the document.
Officers Kong Yansong and Li Changgui from the Fengning County Domestic Security Division arrested Ms. Wang at her daughter’s home on September 12, 2021 and took her to their office. The next day they took her to a detention center in Chengde City, which declined to admit her after the required physical examination indicated she had a blood pressure reading of 214 mmHg (when a normal range is 120 or lower) and other diseases.
The police then took Ms. Wang to the Luanping County Court, where she was held overnight. She was made to stand trial the next day (September 14, 2021). The judge allowed her to go home after the hearing, but she was arrested again in November 2021. The police told her that she had been sentenced to three years and took her directly to the Hebei Province Women’s Prison.
Ms. Wang was abused to the point of becoming critically ill, but she was not released on parole until August 2023. She died three months later.
