Zhao Xinli, male, the 89605 army of the Headquarter of Equipments, an in-service military officer, Lieutenant. He has been detained in the 261 Mental Hospital of Liberation Army since the end of February of 2000. According to news sources, he has already been tortured to disfiguration. The doctor would either beat up him or abuse him verbally. He was shocked with electrical probe and given injections that had made him become extremely weak.
